Excellence in Fiduciary Service Program
The Excellence in Fiduciary Service (EFS) Program is designed to educate
individuals about their legal responsibilities when serving as the
guardian of an incapacitated person or as an agent under a power of
attorney. There is perhaps no more difficult task one can perform than
becoming responsible for another person’s assets and/or health care. Not
surprisingly, there are few jobs that carry as much legal responsibility
as that of an agent or guardian. Scrutiny by family members, government
agencies and the courts is intense. Too often people are overwhelmed by
that scrutiny and almost always they are completely unaware of what is
expected of them. This course is founded on the idea that a well
educated fiduciary is more effective and less likely to commit acts of
abuse or exploitation against an incapacitated person.
The course (made up of 9 classes) is divided into two segments:
financial decision making and health care decision making. The course,
will be presided over by William R. Blumer, a certified elder law
attorney with the law firm of Leisawitz Heller in Wyomissing. Various
topics will be covered by guest lecturers having professional experience
in a given topic. These lecturers will include attorneys, paralegals,
accountants, geriatric care managers, psychologists, social workers,
care managers, investment advisors and staff from Berks Encore and the
Berks County Office of Aging. Not every topic will be covered by a guest
lecturer. Topics not covered by a guest lecturer will be presented by
the moderator.
Where: Berks Encore – 40 N. 9th Street, Reading (off-street parking is
available)
When: Tuesday, Wednesday and Thursday evenings from 6:00 pm to 7:00 pm
for 3 consecutive weeks beginning on Tuesday, April 29th and ending on
Thursday, May 15th.
Participants will be given a set of written materials that supplement
and expand upon information presented in the lectures. These materials
will include sample fiduciary accountings, transaction logs to record
receipts and disbursements, explanations of government benefits like
Medicare and Medicaid, and links to websites offering additional
information and resources for participants. Program materials will be
the exclusive property of Berks Encore and will be copyrighted.
Participants will be charged a fee of $75.00 for each part of the
course, or a total fee of $100.00 if the participant attends both parts.
